The NSP wants advanced industrial countries of the world to use their resources to eliminate, once and for all global and domestic, poverty, homelessness, and hunger; provide quality education and health care for all; and repair the global environment. As an initial commitment, we want the U.S. to donate at least 1-2% of its Gross Domestic Product each year for the next twenty years, in the form of a Global Marshall Plan (GMP).

After a century of wars and violence, and five thousand years of the pervasive belief that the personal and societal safety can only be achieved through domination of others, it's time for a change. Considering the world wars of the 20th century, the Vietnam War, and the current Iraq war, the Network of Spiritual Progressives is calling for a fundamentally new approach. This approach emphasizes that generosity and genuine caring for others is a far more effective and morally coherent approach to human security, peace and development.
After the second World War, General George Marshall suggested that U.S. interests would be best served by a massive project to provide aid to Western European countries, including Germany, our antagonist in the war. His proposals for relief and reconstruction were backed in the U.S., partly by our desire to make Western Europe more economically successful than Eastern Europe, which was dominated by the Soviet Union at the time. We believed that with greater economic resources, Western Europeans would not democratically elect a communist government.
We offer this plan with a commitment to humility and a conviction that the Plan will not work unless people understand that it comes from our own commitment to the wellbeing of everyone on the planet. not from a desire to advance American power or influence. Having an international agency administer the Plan makes it clear. from the start that this Plan is not another puppet for U.S. power.
We also insist that the plan be implemented with this clear message: although the West has superior technology and material success, we do not equate that with superior moral or cultural wisdom. On the contrary, our approach must reflect a deep humility and a spirit of repentance for the ways that Western cultures have dominated the planet through wars, environmental degradation, and a growing materialism and selfishness.
While there is no one silver bullet for ending global poverty, the GMP will attempt to incorporate every reasonable available plan consistent with our central spiritual goal of making this approach to the Global Marshall Plan one that reflects a spirit of generosity, caring for others, respect for the traditions and cultural sensitivities of the various places the program is implemented, environmental sensitivity, and a desire to use the program of the GMP to show that love can prevail on earth and among all peoples.
Micro finance is one possible way to approach improvements in the economic well-being of many on the planet, so we highlight it as an important strategy component of the NSP's Global Marshall Plan.
It's the best way to get out of Iraq and empower the progressive forces all over the world -- by adopting a strategy of Generosity to secure homeland security, in place of the current strategy of Domination that has led us and others into endless wars and into the fantasy of a war on terrorism that will keep justifying every future war dreamt up by the fearful and the militarists.
